Contribution by Vincenzo Iacovazzi on IPSOA (www.ipsoa.it) concerning “End of Waste” guidelines approved by the National Environmental Protection System which deal with the changes to art. 184 ter, third paragraph, ter of the so-called “Environmental Code” (Legislative Decree 152/2006). In particular, on authorization level, a prior, mandatory and binding ISPRA and ARPA opinion, the competent territory organs, is introduced and the applicable procedure is outlined and structured in four stages. In terms of monitoring to be carried out “on sample basis”, the competent subjects are identified and it is specified that the monitoring concerns the recovery plants in favor of which the authorizations have been issued, once reviewed or renewed after November 3rd , 2019.
