“Professional Appointments” In-depth analysis of 2026 confirmatory Constitutional Referendum

Tonucci & Partners hosted at its Rome office on March 9th, 2026 a meeting as part of “Professional Appointments” rounds, promoted by Massimo Institution Alumni Association. The meeting focused on the Justice Reform as subject matter of the confirmatory referendum due to take place on March 22nd and 23rd , 2026.

The event opened up with welcome remarks by President Antonio Buccioni and Councilor Carlo Troccoli on behalf of Massimo Institution Alumni Association as well as by Giorgio Altieri on behalf of Tonucci & Partners.

The introduction featured Father Sandro Barlone SJ, professor emeritus of Theology Faculty, who provided an overview of the opinions regarding the referendum, as expressed by CEI and the Brotherhood of Jesus.

Then the speakers in favor of and those contrary to the reform started the discussion.

Giorgio Altieri and Ida Blasi of Tonucci & Partners, Giuseppe Belcastro, President of Rome Criminal Chamber, and attorney Vincenzo Comi, Councilor of the Rome Bar Association spoke in favor of the reform.

Maria Tiziana Balduini, magistrate of Rome Civil Court and former member of CSM (Council of the Supreme Court); Rocco Gustavo Maruotti, magistrate and Secretary General of ANM (National Association of Magistrates); Prof. Giovanni Serges, professor emeritus of constitutional law; Gaspare Sturzo, magistrate at the General Prosecutor’s Office of the Supreme Court and attorney Fabrizio Zerboni expressed their points of view against the reform

A skillful discussion during the event explored the main issues of the reform: the separation of careers, the new order of Judiciary Superior Council, the system for selecting its members and the establishment of the High Disciplinary Court.

An opportunity for lawyers, the judiciary, and academic professionals to dialogue and stand up for their balanced positions with regard to one of the most significant issues that influences the equilibrium of ‘powers that be’ and the future of the Italian judicial system.
